Session 5: Pan-European e-Procurement
In this session, interoperability of e-procurement national systems is discussed based on the results and experiences from the PEPPOL European pilot project http://www.peppol.eu/. e-Procurement can save billions of euros for businesses by reducing the administrative burden and by increasing transparency. Public procurement creates market opportunities for small and medium sized enterprises. Opening up public procurement procedures within the Single Market will increase cross-border trade and competition and will reduce costs for public authorities. e-Procurement systems are already functioning in several EU Member States. However, cross border usage remains very small. In 2008, the Commission launched the large scale pilot PEPPOL within the Competitiveness and Innovation Framework Programme (CIP). It is a large scale demonstration proving that cross border e-procurement is possible. This session is focused on the importance of cross border availability of e-procurement and demonstrates in real, practical terms how PEPPOL provides a solution for public authorities and for the private sector.
