Ton Zijlstra (1970) is self-employed and focusses on how increased complexity, networks and social media influence knowledge work, organizing, governance, and learning. He's been working on the resulting knowledge and change management challenges for about 15 years, and blogging about it for 9 years. With a background in electronic engineering as well as philosophy of science, he's fascinated by the interaction between technology and society. Based in the Netherlands he works in the entire EU. He's an active practitioner in the Cognitive Edge network, which translates complexity theory and cognitive psychology to business management.
In the past three to four years he's been actively involved in open government and open government data efforts. Working with national and local governments, he aims to contribute on both a strategic as well as a very hands-on level. He is the Community Steward of the ePSIplatform.eu, the European Commission's platform to raise awareness for PSI re-use and stimulate the European community around PSI re-use. He's a regular speaker and guest lecturer on above-mentioned topics at various conferences and universities, and generally regarded as an active connector on these topics within Europe.

Title of the presentation: Making open government data work

Abstract: Making open government data work - Recent developments in the EU on the re-use of public service information (open government data) will be described, on European, national and local levels. Making open government data work for citizens as a means of empowerment, for entrepreneurs as a driver of economic activity and especially also for governments themselves as an instrument for higher efficiency and increased citizen participation will be discussed. In times of budget cuts and austerity open government data is not a luxury but a new instrument for public sector bodies to do more with less.
